Research On The Establishment And Operation System Of National Parks

The construction of national parks system in China is based on sustainable development theory and ecological compensation theory.The theories and legal provisions on the national park construction goals are diverse from each other,and the main goal is to protect the authenticity and integrity of the natural ecosystem.The foreign legislative concept of national parks includes "nature conservation" and"public recreational use",and encourages community participation in the construction and management of national parks.China's national park system pilot have made active explorations in the management mode and other aspects,but the National Park Law(draft)is still in the drafting,local legislation are similar in their content.There are some deficiencies in the standards,management system and zoning protection system of national parks,and the community conflicts caused by the national park conservation policies and resource development and utilization reflected the imbalance of interests among stakeholders.Therefore,the third chapter analyzes the interests of the establishment and operation system of national parks,and identifies that the core stakeholders in the establishment of national parks are the central government,national park administration,local government and community residents.The core stakeholders in the operation of national parks are the national park service,local governments,community residents and concessionaires.Stakeholders have different interest demands for the establishment and operation of national parks and have formed a cross-cutting interest relationship.The balance of interests of national parks depends on the preferential protection of community residents and the restrictions of unreasonable Prohibitions.Chapter four puts forward some suggestions to promote the establishment and operation of national parks.The plan for the establishment of national parks should pay attention to the expression and maintenance of the interests of community residents,so as to solve the problem of coordination among the plans.We should improve the zoning protection system and to carry out the “control-function" double-stage zoning pattern;The collaborative management system of national parks should be established by clarifying the division of powers,realizing cross-regional collaborative management,and improving the community co-management system.In the process of system operation,the protecting goals and measures of national parks should be coordinated with the traditional lifestyle of community residents,and to improve the system of ecological protectioncompensation and ecological relocation.The development and utilization of national parks should improve the franchising management,the franchising system should be coordinated with the development interests of the community residents,and the community should be encouraged to participate in the franchising activities and benefit distribution,and to conduct community feeding.
