Xingping city belongs to the kind which lacks of water; the groundwater is the main water source. With the increase of population and quickening progress of urbanization, the water pollution problems become more and more seriously. So far, the problems of water body pollution, shortage of water resources and unbalance of water ecology have made the paradox between the economy development and water safety more and more sharply. With the rapid development of national economy and improvement of people's living level, the reasonable development of water resources and efficient protection of water environment has been the hot focus of people. Evaluating the water environment and present pollution condition scientifically, researching the pollution control of water environment and enacting the protection policy of water environment has the important theoretical and practical meanings in controlling the pollution of water environment of Xingping city efficiently, coordinating the relationship among the environment, economy and society and promoting the sustainable development of the social economy.Based on the analysis of the natural environment and social economy of Xingping city, this paper demonstrated the water resources of the city in detail, which included the precipitation, surface water resources and groundwater resources, and predicted the water demand of industry and agriculture. Besides, the contaminant sources of industry and living was investigated and evaluated based on the equal-standard waste load method. According to the analysis of samples of the groundwater, polluted water and Weihe water, together with the present data, the precipitation, surface water and groundwater was all evaluated. The single index method and Comprehensive Pollution index method were adopted to evaluate the present pollution situation of the surface water, and the change tendency of the main pollutant was also discussed. What's more, the polluted water discharge of industry and living in the near and far future was also predicted. On the basis of the factual monitoring data of groundwater quality in Xingping city, N. L. Nemerow Comprehensive Pollution index method was applied to judge the present groundwater pollution.According to the synchronal monitoring of the hydrological condition and water quality of Weihe River reach in Xingping, the one-dimensional steady river water quality modeling was adopted to research the degradation's law of Weihe River reach in Xingping city and based on the factual data ,the principles of the least squares method and optimization was used to ascertain the degradation index K of the organic pollutant. And then, based on the fitting of the factual inferred data by the planning toolbox of Excel, the optimized degradation index K was got,on the basis of which, the self-purification characteristic of the reach and model was analyzed and ascertained, which offered the scientific basis for overall control of Weihe River and environmental pollution control for Xingping city. Based on the pollutant discharge level and hydrologic design condition in 2006, combined with the water environment capacity model, the water environment capacity of the main pollutant of Weihe River was obtained. Besides, the pollutant reduction was calculated on the basis of demand of water environment function district, water environment capacity and the discharge of pollutant in order to ascertain scheme of the overall discharged pollutant reduction and the controlling scheme of all the single pollution sources; What's more, the reasonable project measures of water pollution control, programming projects and schemes were put forward, and the efficient protection measures and tactics were also made according to the present problem of water environment of Xingping city.
