Water environment management has a even more complex requirement to the quantity , quality , extensity and validity of the water environment information , and so , it is important to incorporation the space data management and analysis function of GIS to develop a water environmental information system with perfect function , well practicability and reliable running, which will improve the management efficiency and decision-making level.This paper treat the ZhengZhou city as the research object and incorporation with the research project "water resource and it's exploitation overall merit of ZhengZhou city" , the concrete content is as follows:(1) On consulting the domestic and foreign documents about water resources and environment , introduce the application of the GIS in the water management and discuss the practicability and necessity of water environment information management system with GIS .(2) The development of GIS-based water environment system is the major content of the paper , the goal, the principle , the structure , the major function , the design and the realization of water environment information management system are discussed detailed in this paper.(3) Aim for the exact requirement of water quality assessment , analyse the assessment of water quality of main rivers and reservoirs in ZhengZhou , and phanerosis it's existing condition by use of the water environment information management system.(4) By use of the programming language Visual Basic and the GIS develop component MapObject , the water environment information system of ZhengZhou city has developed , help to fulfil the assessment of the item , and it has the function of querying , management , output , analysis , expression , etc. develop the water environment simulation and forecast module , can phanerosis the existing condition of the main rivers and reservoirs , utilize the model of water environment capacity and water quality can supply the decision making for the water environment control department.The programming system developed by this method has the advantages of high quality , no-seam , efficiency , etc. the system mentioned above is user interface friendly and fully functional, it visualizes the output result of the water quality model, and it will fully display the efficiency of water environment information processing and management.
