Black and foul water is a result from the serious organic pollution. In this study, the primary influencing factors on black and foul water pollution, indexes of black and foul water quality evaluation, conditions to terminate the treatment engineers on black and foul water pollution and the evaluation of technical economy (performance/price ratio) about black and foul water treatment were discussed and analyzed, methods and experiences of black and foul water treatment were summarized.Based on the literatures and experimental results it can be known that:Comprehensive index of Black and Foul was A value. A value was significantly correlated with CODcr, BOD5, NH3-N, DO, also with ORP, SF, etc in black and foul water, but when DO value was consecutive 0, correlation between DO and other water quality indexes was unable to be known. There was significant correlation between them in water which wasn't black and foul enough and water whose water quality was between black and foul pollution and eutrophication.Primary influencing factors of black and foul water pollution were SF, ORP, Chla., CODcr, denoting indexes of water quality, electrochemistry, biology and organic pollution respectively. Eigenvalue of SF and ORP was higher than A value and SF and ORP were able to denote the degrees of black and foul water pollution quantificationally when DO value was 0.A black and foul water pollution treatment project could be complete under the conditions: Water quality were determined every week when the water temperature was higher than 20℃, SF<1.98mg/L, A<4, parts of the water quality indexes such as CODcr, BOD5, NH3-N and DO were not under V-grade level of Surface Water Quality Criteria and ORP values were positive in 4 consecutive determined values.Evaluation of technical economy showed that: DO≥2mg/L; the elimination rate of CODMn was 30%~40%, of CODcr was 80%, of NH3-N was over 60% and of TP was 45%~85%; most of the treatment cost of unit water was $65~75/m3, the least was $30.07/m3 and the average was $56.66/m3.
