Based on macroscopic statistical data, this paper established the system of economic losses from environmental pollution of Beijing and Shanghai. Using human capital approach, cost of illness approach, market value approach and so on, this paper evaluated the basic situation of economic losses from environmental pollution of Beijing and Shanghai from 2000 to 2013, based on Grey incidence analysis model.This paper empirically studies the influence factors of the environmental pollution of Beijing and Shanghai.This paper focus on the following aspects:(1) The basic situation of economic losses from environmental pollution of Beijing and Shanghai from 2000 to 2013 has been evaluated. From the aspects of economic losses from environmental pollution, per capita economic losses from environmental pollution,economic losses from environmental pollution as a share of GDP, the structure of economic losses from environmental pollution, this paper analysed the economic losses from environmental pollution of Beijing and Shanghai. The evaluation results show that, from 2000 to 2013, the economic losses from environmental pollution of Beijing and Shanghai increased by 2.36 times and 1.97 times respectively, per capita economic losses from environmental pollution of Beijing increased by52.06%, and per capita economic losses from environmental pollution of Shanghai dropped by13.23% between 2000 to 2012,rose sharply to 2506.02 yuan/person in 2013; In terms of the structure of economic losses from environmental pollution.The evaluation results show that, from2000 to 2013, the main emphasis of economic losses from environmental pollution of Beijing turn from economic losses from atmospheric and water pollution to economic losses from atmospheric pollution,from economic losses due to human health damage, industrial and agricultural production and residents living from environmental pollution to economic losses due to human health damage from environmental pollution.the main emphasis of environmental pollution economic losses of Shanghai turn from economic losses from water pollution to economic losses from atmospheric and water pollution, from economic losses due to industrial and agricultural production from environmental pollution to economic losses due to human health damage and industrial and agricultural production from environmental pollution.(2)Based on Grey incidence analysis model,this paper empirically studies the influencing factors of environmental pollution form Beijing and Shanghai.The results show that the influencing factors of environmental pollution form Beijing and Shanghai,energy consumption(Beijing:0.9980, Shanghai:0.8703), ten thousand yuan GDP energy consumption(Beijing:0.9786,Shanghai:0.8138), population(Beijing:0.8127, Shanghai:0.8103) and foreign direct investment(Beijing:0.8242, Shanghai:0.7390) is main influencing factors in Beijing and Shanghai.The second industry proportion(Beijing:0.7508, Shanghai:0.5863) is main influencing factor in Beijing but not in Shanghai.Environmental protection investment(Beijing:0.6785, Shanghai:0.6611), the proportion of the tertiary industry(Beijing:0.6689, Shanghai:0.6611), GDP(Beijing:0.6050,Shanghai:0.6566), the level of urbanization(Beijing:0.6207, Shanghai:0.6693) and the research and development(R&D) spending a share of GDP(Beijing:0.5879, Shanghai:0.5746) is not main influencing factors in Beijing and Shanghai.
