Study On Financing China Nature Reserves

This paper analyses the development and investment status of China Nature Reserves concluded that the number and area of nature reserves are increasing year by year, but the Nature Reserves distribute asymmetry on spatial scale. Construction and management of nature reserves in China are belongs to social undertakings, which decided that the principal mechanisms for financing nature reserves now are central government investment, the provincial, city, and county level local government investment, and social channels as well as market channels.Through analyzing on personnel configuration and payment status of Nature Reserves and calculating the regional financing and investment composing, this paper further clarified that the problems of Nature Reserves financing are the inadequate investment and the irrational structure of investment, they are restricting the comprehensive balanced development of Nature Reserves. Some of the main causes of the Nature Reserve is that government investment to Nature Reserves is not included in the Government's recurrent budget, and financing channels of Nature Reserves are too singleness to generate income. At the same time, the strictly protected Nature Reserves area of China is too large actually.To solve this problem, government may take policy-related investment, State financial tool, eco-efficiency compensation fund, for bilateral and multilateral agencies' grants and other measures of financing; Nature Reserves may take carbon compensation transactions, income-generating, financial instruments, bio-prospecting and other measures. Then the paper further emphasized on improving China Nature Reserve facility countermeasures, which are increasing state and local governments'investment to Nature Reserves, in particularly the local governments. The state budget should set up a recurrent subject for the National Nature Reserve in the construction and management; actively expand funding channels to Nature Reserves at the same time.
