Northen Agriculture and Stock Raising Interlace area is fragile eco-environment zone in China, it is serious maladjustment between economic development and eco-environment. And poverty and the degradation of environment are more serious. In order to seek a approach to make the economic development assorted with the eco-environment in the Northen Agriculture and Stock Raising Interlace area, on the basis of evaluating the status quo of economic development and eco-environment taking Ulanqab city in this article, the mechanism of action was analyzed, the future coordinate status between economic development and eco-environment in this region was forecasted, and the countermeasures were put forward. To provide gist for coordinate development of the Northen Agriculture and Stock Raising Interlace area and the whole china.First, the coordinate status of economic development and eco-environment was evaluated with exponential evaluation approach, principal components analysis and analytic hierarchy process and some conclusions were obtained. The coordinate level of regional economic development and eco-environmental was low, the coordinate status and the eco-environment was more instable.Second, the action mechanism of economic development and eco-environment was analyzed and simulated with system dynamics. Nine control variables were selected and four different development schemes, natural develop scheme, rapid growth of population and economic scheme, coordinate development of economy and eco-environment scheme, environment protection scheme, were designed. The conclusions, the resources shortage and the eco-environment quality were affected by the growth rate of population and economic, industrial structure, the investment ratio of environment protection and science and technology R & D through the interaction and feedback of each factor in the system. The industrial structure, population size and the scale and speed of economic development were decided by the variety and quantity of resources, the environment quality, and the bearing capacity of the environment in the region, were educed.Finally, the future forecast of the coordinate situation of economic development and eco-environment in the Northen Agriculture and Stock Raising Interlace area was done and the countermeasures were put forward. The conclusions wre, in natural develop scheme, coordinate degree was low and the coordination was much instability. In rapid growth of population and economic scheme, the coordinate status was deteriorating. In coordinate development of economy and eco-environment and environment protection scheme, the coordinate status was improved and the coordinate level was enhanced continuously, were educed. The countermeasures, First, control the quantity and enhance the diathesis of population. Second, adjust the industrial structure and strengthen the construction of eco-environment. Third, change the mode of economic growth and enhance the construction of environmental laws. Forth, develop circular economy and improve efficiency use of resources.
