Since the 21 st century,China's marine economic development has made remarkable achievements,However,with the long-term unreasonable development and utilization of human beings during the development of the marine economy,the marine environment has been seriously damaged,The contradiction between the coordination of marine economy is becoming more and more obvious,Restricted the sustainable development of the marine economy.Therefore,it is of great significance to study the coordinated and optimized development between the marine environment,resources and economic system to promote "human-sea coordination" and realize the sustainable development of the marine economy.This article conducts research on the coordination and optimization of the marine environment.The specific research contents are as follows:(1)Based on environmental EKC theory,sustainable development theory,and marine environmental economics principles,the relationship between the marine environment and social and economic development is clearly defined.Provide theoretical basis and technical guidance for the study of the coordination and regulation of the marine environment and the land and land resource economic system.(2)Based on the marine environment quality evaluation index system,Use the variable fuzzy recognition model to evaluate the trends of marine environmental quality in 11 provinces and cities along the coast of China from 2006 to 2016,the result shows:China's marine environmental quality has generally been changing to a benign,Hainan,Tianjin and Shanghai are economically developed,pollutants entering the sea are effectively controlled,and the quality of the marine environment is high;The marine environment quality level in Hebei,Shandong,Fujian and Guangdong is average;Jiangsu and Zhejiang are seriously polluted,Liaoning and Guangxi have low environmental protection investment,and the quality of the marine environment is low;And using the geo-detector model to analyze the nine driving factors affecting the quality of China's marine environment,it was found that:Among the nine major impact factors,except that economic efficiency,economic scale,and marine aquaculture volume have no obvious impact on the marine environment quality,the remaining factors have a more significant impact on the marine environment quality,the interaction between the systems is enhanced and the adaptability is reduced.Small changes in one system can cause large fluctuations in another system.(3)Under the understanding of the coupling degree model,the coupling and coordination analysis of the marine environment and the land-land resource economic system is carried out.The results show that:Among the specific indicators of the marine economic subsystem,the proportion of land economic output to GDP(%)(X11)has the highest correlation with the marine environment subsystem.Crude oil production(t / person)(Z14),Economic scale and economic growth are the leading factors for coupling development between systems.During the study period,the fluctuations in the coupling between the marine economy,land resources and marine environment system increased,(4)Based on understanding the principles of system dynamics(SD),Taking Liaoning Province,a typical region for sustainable development of marine economy as an example,the results show that:The incoordination between the marine environment subsystem and the land and sea economic system is the main reason for the slow development of the marine economy in Liaoning Province.Therefore,on this basis,five schemes were proposed,the coordinated development plan is most conducive to the high-quality development of the marine economy in Liaoning Province.The environment-first and economic-first plans will make the regional marine economic development unbalanced.Maintaining the status quo and original development plans will cause the regional marine economy to stagnate.Not a desirable solution.
