Township government along Laofu River develops local economy by introducing chemical companies, which results in the water environment deterioration. In order to solve the problem, our team has studied the integrated water pollution control scheme about Laofu River valley. Based on the key factors about water pollution control, this paper sets up the index system which includes four aspects—the investment and resources occupation,the finance and public support, the development of industry and agriculture, environmental carrying capacity—and fifteen indexes. This paper chooses analytic hierarchy process (AHP) which has widely applied,better technique for order preference by similarity to ideal solution (TOPSIS)based on entropy weight, the decision method based on Vague set theory which includes new idea and comprehensive evaluation method which based on three methods to select the optimum scheme among five schemes about Laofu River water pollution control.Based on the decision-makers'contrast about the significance of the index, the sequencing result of AHP coincides with the decision-makers'expectancy. The synthetic weight which syncretizes entropy weight and subjective weigh synthesizes the subjectivity of the decision-makers'expectancy and the objectivity of obtained information. The TOPSIS method is based the entropy weight, and the sequencing result about schemes set is more rational than that method which applies only objective weight or subjective weigh; The Vague set theory arises from extending and deveopping the Fuzzy set theory. Through setting up the threshold values of the indexes and establishing the supericrity relation, the schemes set has been analyzed. Then this decreases the compensation among the indexes, the tiny difference among the attributes will not alter the sequencing result.There are shortages in various multiple attribute decision-making methods. For offsetting and weakening the shortage of a single method, the mean of the sequencing results of the three decision methods is defined as the result of comprehensive evaluation. The result of comprehensive evaluation includes the decision-makers'expectancy and fuses the objectivity of the various indexs which includes various information capacity, and in a certain extent the result of comprehensive evaluation weakens the compensation effect among various indexes. The result of comprehensive evaluation is regarded as the basis of selection, and this is better than single method.This paper chooses three neoteric decision methods which have obvious characteristics to analyze schemes about Laofu River water pollution control, and applies comprehensive evaluation method which fuses three methods to select the optimum scheme. This makes the result scientific and rational. The study is a beneficial attempt which applies modern decision theory to deal with environment problem, and offers a feasible method for government to make decision scientifically.
