China's acid rain pollution face the grim situation, for the effective control of the " Two Control Zones" acid rain and sulfur dioxide pollution, the State Environmental Protection Administration will take three measures to control the growth of coal-fired power plant's sulfur dioxide emissions: in strict accordance with the approved emission performance to check and ratify the total quantity of sulfur dioxide; strengthen the existing and new power plant's desulfurization facilities construction; use emissions quotas trading and paid access to emission rights to promote the decrease of sulfur dioxide quantity. Among them, the thermal power plant flue gas desulfurization (FGD) is one of the more effective and operational measure.During the period of the "10th Five-Year Plan", the thermal power's desulfurization project progress is not satisfactory, desulfurization projects under construction lags behind the demand for the total quantity control's objectives. By the end of 2006, the capacity of thermal power plant FGD unit was over 150 million kilowatts, about 33 % of the coal-fired units' capacity. There are still 330 million kilowatts thermal power unit haven't been installed desulfurization facilities, In "11th Five-Year Plan" period the thermal power plant FGD will be rapid development. It is estimated that the FGD equipment unit capacity ratio of the coal-fired plant will reach about 60%, by 2010.This paper take the GUODIAN corporation Datong No.2 Power Plant Phase II expansion of 2×600MW unit used limestone - gypsum wet FGD technology for example undertake a study on the specific contents include:1 .Through a variety of flue gas desulfurization process compared with Datong No.2 Power Plant Phase II expansion of the actual circumstances, such as geographical conditions, coal, environmental requirements and other factors, analysis of a large-scale thermal power units use limestone - gypsum wet flue gas desulfurization technology technical and economic feasibility of the process and to study the response of principle, influencing factors and equipment selection, the focus of the absorber system's design features.2. Post-evaluation on the limestone - gypsum Wet FGD project. A fuzzy set theory analysis of foundation, established after the FGD project evaluation index system: the project's environmental impact assessment, economic efficiency flue gas desulfurization facilities after the evaluation, after the technical performance evaluation. Using AHP determine the main factors and the factors of weight, and use of secondary fuzzy comprehensive evaluation method that quantitative results, with the objective and scientific significance, and put forward the application evaluation system requirements and improving measures for large-scale Thermal Power Unit FGD projects planned, the construction and operation to provide certain learn.
