In recent years, with enhancing the capabilities of flood control in major rivers, mountain flash flood prevention has become the most important issue in flood control. As mountain flash flood with the characteristics of rapid movement, concentrated flux, sudden rise and fall, prevention and forecasting of it has been a difficulty of flood control. The world also concerned it wildly; the researches in developed countries have early starting, mature method and get many results.This article using scientific method to establish the Jiangxi mountain flash flood disaster warning and forecasting system, the system provide accurate and effective information for correlative department. By establishing the model of mountain flash flood disaster, this article tries to warn and forecast the mountain flash flood preliminary, and gets the results of research as follows:1, Using the GIS software, digital elevation model of Jiangxi province and the basal geographical data, divide the Jiangxi province to 1045 basins, and calculate the critical precipitation of every basin.2, Establishing the mountain flash flood model to simulate the flood process, inputting the information of precipitation, vegetation, soil type and surface condition to the model to verify the simulation results, the results can reflect the flood process approximately and some errors have been found. The reason of the errors is because of the observation data are inadequate, and suggest to enhance the observation in the future.3, Establishing the mountain flash flood disaster information management and issuance system, the system can manage and issue the information rapidly, provide the information to users agilely.
