This paper remarks National Industry Policy and continued develop technology of Iron and Steel Industry. The converter fume management gets supports of policy, industry, technology, equipment manufacture and process control as an important link of negative energy pneumatic steelmaking and environmental protection. The research and using of the converter fume dry-process cleaning technology has become a maintenance logistics and has important real value and prospective in the Iron and Steel Industry.The converter fume contains high concentrate dust, CO and other toxic gas. It is high temperature, high toxic, inflammable and explosive, so it has high density of infection to environment and shop. So the converter fume contains high concentrate dust becomes focal point in the industry. How to transact the converter fume? First, we should recovery them as prime energy and make use of ferruginous dust, sensible heat and chemical energy in the fume. To drop in temperature by sensible heat recovery for dust precipitation and cleaning gas. And then restore the high density CO as Converter Gas and burn the low density CO. During the whole process, we should do our best to reducing the oxygen for controlling the burning rate. We should make accident prevention for preventing and reducing the economic losses and casualty. The cleaning and other treatment technology should avoid secondary pollution. Lowing invests and technology complexity and increasing operability in the converter fume dry-process cleaning technology has become an important factor. But we should consider the home research during the first converter fume treatment process.Through analyzing effects in economic and environment performance and the technology, device and running level between wet process and dry process during the first treatment of the converter fume, it has proved those subjects.a. Under the new production capacity and condition in operating, the dry process technology could run peacefully and is proper and safe. The management of operation, device and safety could fit continuous production under different conditions perfectly.b. By the common bid of this industry people, the main device of the dry process, such as evaporative cooler, electrostatic precipitator, fan drive, switchover station and gas cooler, has been improved in quality and function. So we have foundation to promote this technology.c. The using and promoting of the dry process for first converter fume have meet energy-saving, scientific and technical modernization and device advancement for industry self. To compensate the energy consumption partly or wholly during the steel-smelting, and then to implement the low energy or negative energy steel-smelting. This fits the industrial development policy of energy conservation, looped economy and society efficiency and is the successful experience of continuous development and scientific development thesis in industry production. So it has its dedication to environmental protection and fits the people's opinion.d. During the development and implementation, this technology could bring large effects in economic performance. The industry could recover invent during three to four years. So it adds activity and power to industry to use and promote this technology.Through the research of subjects and engineering practice, the researcher of this subject has master the technical design, programming, guiding device manufacture and process installation and trail run in the first the converter fume dry-process cleaning technology. We have got testing modularization and factory. Through home engineering practice, it has reduced system invent, increased building progress and improved result. And we pay our effort on solving the practical considerations of the key technology and device in the first the converter fume dry-process cleaning technology and implement home making to get desired effects.
