Research On Ecological Compensation Mechanism In Dahuofang Reservoir: Theory And Demonstration

In recent years, with the aggregation of water pollution, shortage of water resource, and the contradiction between watersheds, basin ecological compensation becomes the key method to coordination the conflicts between watersheds. In China some areas have begun to use the method and achieve some good results. However, because of the lack of theoretic guideline, some problems inevitably appeared in practice of basin ecological compensation. Based on the description of development trend in the field of basin ecological compensation, I analyzed the ecological compensation mechanisms of the water conveyance project in the Dahuofang reservoir and discussed the related issues.In this paper, there are four main components:In the first part, I introduced the background and significance of this thesis, discussed development of ecological compensation mechanisms at Home and Abroad, and pointed out the mature experiences in developed countries and main problems in our country. Finally, major contents and technical route were presented.In the second part, this thesis analyzed basic meanings and related theory, such as efficiency and fairness theory, public goods theory, external theory and ecological capital theory.In the third part, the water conveyance project of the Dahuofang reservoir in Liaoning province and the regional background were analyzed. Furthermore, I discussed the interest-related parties and ecological, economic and social effects of the project.In the last part, I pointed out standards, ways and financing system of ecological compensation in the water conveyance project of the Dahuofang reservoir. Furthermore, this thesis proposed construction of sustainable development of industry system and approach in the practice of ecological compensation institution.
