Ion-exchange membrane method has epoch-making significance in caustic soda industry, which first came out in 1970s. Comparing to diaphragm caustic soda technology and ion-exchange membrane caustic soda technology, it has been recognized as the most advanced and economical method to produce alkali in the world. It is also the developmental direction of caustic soda industry by electrolysis. This technology is accepted by Zhe jiang Juhua Co., Ltd. in order to satisfy the future development. It is analyzed by the company both in technology and economic area. And the enterprise determinates to import the technology from Asahi Kasei Corporation. The project adopts high current density, natural circulation, bipolar-type ion-exchange membrane electrolytic cells.In this paper, the feasibility, economy, necessity, risk and countermeasures of the project is deeply analyzed in the beginning with the analysis on supply and demand of the chlorine and alkali market and foreground of the product which combined with the future development. It makes a comparison of ion-exchange membrane caustic soda and diaphragm caustic soda by some aspects such as work principle, technical indices, energy consumption and cost. The problems are fully discussed including key technology, technical solution, main machines choice, energy conservation, environmental protection and labor protection which exist in the process of technology reformation. And some opinions on the project management are proposed. The need of the enterprise is satisfied after the completion of the project which earns great economic benefits and social benefits.The results of this paper provide a useful reference for the similar enterprises in innovating and transforming technology of our country. And the management experience could also be a good reference for other enterprises in management on transforming technology program.
