Dow's Fire and Explosion Index Hazard Evaluation (henceforth, DOW Method) is a quantitative danger evaluation method which is derived from 1964 and then introduced to china. The up-to-date edition is the seventh edition revised in 1993. This method is mainly used to evaluate fire and explosion fatalness. The fire and explosion fatalness can be evaluated by experiential formulas through importing given parameters. The result contains: exposed area, danger coefficients, possible economical loss. This method is used widely in our chemical industry.But DOW involves many factors and is introduced abroad, so there are many problems in practical application. For example, the problem that the accordance is inadequate often exists when selecting pertinent process unit, this is short of pertinence in the following evaluation. Another problem is that the Offset F&EI is often preposed in order to get simplified result, and this is used directly in Fire and Explosion Index(F&EI)to get Offset Fire and Explosion Index(F&EI'). At present, F&EI'is got through the product of F&EI and C in many literatures, there are not any academic accordance.This text is mainly to discuss the above two questions through querying domestic and overseas literature. For the first question, it attempts to give a selecting mode to consider every factor fully and reasonably, the selection of pertinent process unit is normative. For the second, it attempts to compare the rationality between domestic method and overseas method through comparing index compensatory method.In the end of this paper, taking one ammonia synthesis plant of a fertilizer factory as example, I illuminate the obove two questions. The result show that the methed about pertinent process unit selecting is practicably, because cases and attitudes of experts alse show that the final appropriate craft plant is do have the most marked fatalness; In addition, using both method using inland and method from overseas to offset the F&EI. The result show that the method using inland aggrandized the function of offset in a certain extent, but the method from overseas accorded with the mathematic relation, and the result of it is more closed to the reality, so it may have the more value for application.
