Study On Measurement Of Construction Safety Accidents Loss

The theory and methodology of accident loss measurement is an important part of safety economics. For a long time, many researchers have taken study on it, but no results have been accepted widely. because there are many differences in countries and industries. In China, few studies are undertook on measurement of safety accident losses in construction, some of which not operational. In practice, because of the lack of systematic method in measuring safety accidents, people just give a simple calculation to direct losses while indirect losses are ignored. The result by this method can't represent real losses. People can't realize the full damage of safety accident in construction. The country and enterprises don't have effective data in building and establishing construction safety management system. Therefore, the further study on measuring construction safety losses can improve the economy theory of construction safety and benefit the development of safety management, which plays an important role in both theory and practice.The paper is based on accident loss theory and practice results and considers the real current situation of our country's construction industry. It takes the useful research results as its principle and analyzes status and many literatures. The paper points out that the measurement should be referred and uses sum-up method to compute separately and then cost sum-up, which is benefit for complete and accurate measurement to safety accident losses. In the aspect of introduction the loss measurement theory, the paper defines the scope of construction safety accident. Occupation-related diseases aren't involved in this paper. Then the paper divides accident losses into personal losses, enterprise losses and society losses.The key and difficult problem of the paper is theory and method of measuring construction safety accident losses. It puts forward four basic principles and builds index system that evaluates construction safety accident losses. Referred to sum-up method, it establishes model of loss measurement. Based on this model, the paper studies personal losses, enterprise losses and society losses separately. In the core part, many indexes will be evaluated quantificational by established models while others will be computed directly by notes method. In the process of establishing models, the paper uses theory of technology economics and gray theory.Based on accurate measurement of losses, finally the paper analyzes how to manage safety accident losses. Internalizing accident losses are necessary for improving construction safety. The enterprises should be responsible for main losses while reasonable safety input should be the key of reducing accident losses.
