There caused a series of ecological environment problems by emphasising the water need on production and living while ignoring and occupying the ecological water. In china, on excessive use of water resource has became the main barrier which lead to ecological environment problem in socioeconomic sustainable development in many area.To develop ecological environment healthily and stably is the foundation and security of social sustainable development.For water resource is the most important factor in ecological environment system,we should consider about both water for economy and living and river ecological basic flow.The study of river ecological basic flow is an emerging area which development deep and rapidly, and the research content of crossing field of hydrology, ecology, environmentology,and climatology.Based on Summary and analysis the research on river ecological basic flow at home and abroad,this paper discriminate the river ecological basic flow and its relevant concepts, and state the advance of research and calculation method.On the basis of social economic coordination and sustainable development of Baoji City segment of Weihe River, this paper take realizing healthy ecological environment as target to calculate and analyze ecological basic flow in Baoji City segment of Weihe River, systematically with methods of tachmetric,minimum monthly-runoff and Tennant estimate the river ecological basic flow. According to reasonable analysis, the river ecological basic flow of Baoji City segment of Weihe River confirms to be 6m~3/s.Based on the study of river ecological basic flow, this paper rationally distributes the water resources of Baoji City segment of Weihe River and analyzes each factor which influences ecological basic flow in the study section, including Baoji gorge irrigation district water diversion, Weijiabu power plant water diversion,Baoji irrigation headwork and branch supplement. With the result of analysis, we find that there is a adverse effect to ecological basic flow in Baoji City segment of Weihe River caused by irrigation district water diversion,power plant water diversion and Baoji irrigation headwork differently, but, in a certain degree, branch supplement of the coastal section,water drainage to weihe after disposal to reach standad and water saving in irrigated regions have alleviate the problem of ecological basic flow lacking.At last, this study establishes the regulating model for Baoji City segment of Weihe River, makes the water storage facility (including Baoji headwork reservoir, Weihe urban segment branch gate dam and rubber dam), water use department(including Baoji irrigation district and Weijiabu power plant)and river ecological system in study section as a whole system for research, using system theory to optimal the regulation and storage scheme of Baoji headwork reservoir, branch gate dam and rubber dam, then establishing non-linear programming model and getting the optimization collocation for above already known facility water supply volume for each department. The model achieved the minimum of water demand gap in the condition of satisfying ecological basic flow of Baoji irrigation district and Weijiabu power plant. This paper puts forward the guarantee measures for ecological basic flow in Baoji City segment of Weihe River, from rational saving and using water resources, management of Weijiabu Power Plant, establishing water market, interbasin water transfer and administrative policy, etc. It is expected to provide a scientific basis for reasonable protection and utilization of water resources of Baoji City segment in Weihe River.
