Ecological environment is the base of survival and development of human Society. Along with the rapid economic development, the ecological problem is becoming more and more prominent, and the tendency of ecological damage and deterioration is very serious which become the major environment problem and the obstacle of our development and moderlization.It is a term of basin national policy must be hold in modernization constru ction that protect and construct favorable ecological environment and implement sustainable development stratagem.The fundamental purpose of ecological environment assessment is that inspect and appraise change state and rule of ecological environment system in special region under the together effect of humankind and nature factors, and that provide decision-making foundation for protection and planning of ecological environment.As a result of Jinghe's important ecology geographical position and its important ecolog -ical environment question, Thus favorable ecological environment must be preserved in this region, which is not only the important foundation of regional economics and sustainable development but also relate to ecological environment security of whole Beijiang area. This paper mainly makes the appraisal to Jinghe County's ecological environment quality from two aspects, and will make the forecast to its future ecological environment quality's change. First,the paper analyze current status of ecological environment in Jinghe and select a series of indexes which is relate to ecological environment combining with the request of sustainable development. entropy-right method to analyze principalc omponent, evaluate variance and gain component scores for all the factors of Jinghe. Then carry out clustering analysis to classify component scores in order to define evaluation grading of ecological environment quality. On the basis of principle and method of landscape ecology and GIS the author discusses the method of ecology evaluation whose primary data source comes from remote sense. According to the needs of ecology evaluation index and regional development, put out the model of regional ecology evaluation. Using the the model of regional ecology evaluation calculate the ecological environment quality score of Jinghe。The result shows that in 1990 to 2005 year's period, the Jinghe County's ecological environment performance figure in the declining trend through the entropy-right method's computation, Simultaneously it makes the economical and society to slowly. And then they both similarly affect the Jinghe County ecological environment development, leads the three parts of factors finally the developmen on balanced, thus affects the Jinghe County whole sustainable development. We makes the ecological environment quality rating model in the base of the two issue of remote sensing image ,which used in 1990 and 2005.after it ,we used the model to cpmputate the Jinghe County's ecological environment performance figure,the results shows , the ecological environment performance figure to drop 0.0434 during 15 years, and the landscape stave degree intensified, the farmland and the construction land area increased, the ecological environment quality level assumed the declining trend, and the two important factor is vigor and the pression,the result shows that the Jinghe County's ecological environment quality not only with the local vegetation degree of coverage related, also direct with the human's Activity.The result of two methods all shows that general level of ecological environment quality of Jinghe is worser and become poor as the years past.using the gray system model to forecast the trend of ecological environment quality of Jinghe in 2010 years.This paper offer theoretical foundation and maneuverable advice for the Ecology protection and assessment of economy and society develonment of Jinghe.
