A Study On The Application Of BOT Mode In Small-medium Project Of Wastewater Treatment

As a kind of popular, mature mode for the project management, BOT is applied throughout the world developed or developing, which plays important roles in financing and operation of the projects. At present, wastewater treatment projects in small-medium cities are almost financed by local government, which probably leads to the problems such as financing and operation of the projects.This paper aims at applying BOT into the wastewater treatment projects, constructing the method of the application and implementation flow of the BOT for the wastewater treatment projects based on modern BOT theory by using contrast study and case study.Firstly, according to analyzing the development prospect of water industry market, a problem is proposed that the construction of wastewater treatment projects in small-medium cities is becoming a bottle-neck factor for the planning of wastewater treatment in china. Then, some theories concern BOT are expatiated which are the foundation for the research on the BOT introduced into the wastewater treatment projects in small-medium cities. Next, the characters of the wastewater treatment projects are presented, and importance and feasibility of the BOT mode's application into them are proposed, constructing the implementation flow and structure of BOT mode for the wastewater treatment projects. Furthermore, an practical example on the wastewater treatment project in city A is introduced to illustrated the method, and the result is satisfactory. The last section is the conclusion, results of the paper are summarized, at the same time, the scarcity of the paper is also presented, what's more, future direction of research is directed.
