The vertical shear machine is one of the most important components of after-treatment of the nuclear fuel, and it takes on the cutting task. The tool's work ability will influent the efficiency of the whole cutting work. At present, the cutting tool's material is steel bonded hard alloys GW30. Because Al2O3 are contained in the components which are cut by tools, the wear is seriously, which cause the tool's invalidation advance. In order to solve the problem of cutting tool's short life, this research study from the failure's phenomenon got the reason of the tool's wear. The reason of cutting tool's failure is horniness wear between the cutting tool and hard metal which are contained in tubular components, during the cutting process, the tool wear is very clear, and when the material reach its endurance limit, fish scaling will appear on it. After the research we will find out the material which are fit for share cutting tool, and will solve the problem of failure in early stage.The material of cutting tools is developing fast in recent years, we chose two type of material which are cemented carbides and cold die steel as the choice of tool's material. We will choose a best material for cutting tool after performance test and wear test, and compare with steel bonded hard alloys GW30. Through the experiment we can make sure the consistency of material which we were chosen. From the hardness testing, bending test, impact test we can get the influence factors of cemented carbides and cold die steel's mechanical capability. And after the hard-wearing experiment, we got the excellent material, from the micro-analysis we got the wearing form. The method produced in thesis will offer the basis of chose material. The reason why the wear is not easy to happen is the content's WC is more. And the granularity size of WC is also important to the hard wearing. The cemented carbides of small granularity size are arranged so close that it will hardly be wear out. The thesis proved that the cemented carbides is the best materials as the hard wearing cutting tools.
