This study is taking Changchun as the research object. From the viewpoints of climatology, urban climatology, meteorology and climatology, physical geography, urban environment meteorology and so on, using temperature data of urban and suburb and development intensity data of urban, there is a positive correlation between urban development intensity indexes and the values of annual heat island intensity. The contribution level of the development intensity indexes of urban was analyzed by the grey relativity analysis method and the main factors of urban heat island intensity are found. The integrated urban development intensity index has been obtained, and then through setting up the relationship model between integrated urban development intensity and the values of annual heat island intensity, it opens out the quantitative relationship between Changchun development and annual urban heat island intensity. This study can be expected to provide solid theories for alleviating urban heat island effect during the process of urban development and construction.This paper gives a pilot study for the quantitative relationship between urban development intensity indicators and the intensity of the heat island taking Changchun as a case study. The result from this study provides scientific reference in decision making of reducing urban heat island effect and is potentially useful for rebuilding and resuming of urban heat island effect in Changchun.The main conclusions are summarized as follows: (1) The main factors of heat island effect were industrial GDP, public transport vehicles, road areas, built areas, industrial emissions and total consumption of coal. (2) There is a positive correlation between urban development and heat island intensity. The correlation coefficient between urban development intensity indexes and the values of annual heat island intensity was 0.89, and it was significant at 0.01 level. It showed the characteristic of Environmental Kuznets Curve. (3) Trees have the best ability to adjust the heat island effect, the followed by the water and grassland.(4) Mobile measurements found that there are three low temperatures centers near Nanhu road and there is a high temperatures centers in northeast of Nanhu Park.(5) The paper put forward the mitigation measures of the heat island effect .
