By discussing the basic theory and reviewing the correlative practice of government incentive mechanism in environmental protection, the author analyzes and summarizes the main existed problems, explores the path to realize the rule of law in this mechanism.With the exception of foreword and epilogue, this article is separate into three parts as follows:The first part is a general introduction of government incentive mechanism in environmental protection. In this part, about this mechanism, the author opens out its connotation, analyses the character, and illuminates the necessity it established and the inclusive system elements.The second part analyses the practice and the problems that exist in the government incentive mechanism in environmental protection. By analyzing the characters and reviewing the executed state of its three mechanisms, the author concludes and summarizes the main problems and failures what the mechanism exists at present.The third part suggests a path to the rule of law in government incentive mechanism in environmental protection. Aiming at the existent problems of its three mechanisms, the author advances some thinking and suggestions that help to consummate the mechanism and realize the rule of law in this mechanism.
