Since the 18 th National Congress of the Communist Party of China,the Central Committee of the Communist Party of China has put the construction of ecological civilization in an important strategic position in the administration of state affairs.It has made great efforts to promote the construction of ecological civilization.The deployment of environmental protection work is frequent.Three major campaigns of air,water and soil pollution prevention and control have been launched one after another.The central and provincial environmental protection supervisors have been wave after wave.The environmental protection supervision and law enforcement have always maintained a high-pressure state,and the number and amount of enterprises have been punished Year after year,the pressure of environmental protection supervision has become more and more.At present,the morale of the whole environmental protection team is low,the sense of belonging of the staff is not strong,the outflow of talents is greater than the inflow,and the environmental protection personnel are generally tired of war.They think that the more they do,the more responsibility they have,the greater the risk of being held accountable,so they have to seek other ways out.If these problems are not solved in time,it will seriously affect the development of ecological civilization.However,as one of the components of the national administrative system,the environmental protection department,like other functional departments,generally implements the regulations and rules formulated by the state,resulting in the adjustment space of its internal mechanism is very small,and the system incentive mechanism is easy to solidify.Under the characteristics of strong stability of administrative system,once the mechanism is solidified,the local adjustment in the system will be very difficult.Only in the period of top-down administrative system reform can the adjustment be realized.As the reform related department of this round of institutional reform,the environmental protection department is about to face the re integration of institutions,personnel,resources and the re establishment of system and mechanism.This will be a major opportunity to adjust the internal mechanism and a rare opportunity to comprehensively optimize the current incentive mechanism.This paper takes Zhaoqing environmental protection system as an example,aiming at the current situation of the fierce mechanism of the system,combining with the incentive principle,the scope of incentive,the institutional arrangement and ways of incentive,and the incentive culture of enterprises,and other aspects of the main results of the current domestic incentive theory research,through adopting the methods of questionnaire survey,on-the-spotinterview,comparative analysis,etc.,it is necessary to study Zhaoqing environmental protection system This paper makes a comprehensive summary and analysis of the problems existing in the former incentive mechanism,and combined with the practical experience of the new round of institutional reform,puts forward countermeasures and suggestions to optimize the incentive mechanism of Zhaoqing environmental protection system by using the opportunity of institutional reform,which enriches the application of the theory of optimizing the incentive mechanism of municipal environmental protection system by means of institutional reform in solving a series of problems existing in the environmental protection system.
