It is also a important guarantee to realize the sustainable development strategy . so, the study of environmental information disclosure system has great importance.At very early time, some of countries from abroad did some researches on the environmental information disclosure system. Today , the increasingly sound environmental information disclosure system in these countries' environmental protection plays a role which is difficult to replace, and have brought tremendous social benefits. From the legislative process we can see that the range of the main body about the right to know the environmental information is becoming increasingly widespread, the government's responsibility is increasingly clear, the concept of taking opening to the public as a principle has been deeply rooted among the people. These aspects deserve deep study for us.Our country's environmental information disclosure system begins not very early .Although, it has been improved gradually in recent years, it still has some shortcomings which hamper the greater progress we want to make. The "disclosure approaches to environmental information (Trial)" promulgated by the State Environmental Protection Administration on April 25, 2007 is a very important opportunity to reveal a new page of constructing our country's environmental information disclosure system. Its clearness of environmental informing rights and the main body and the range of environmental information disclosure is a encouraging important breakthrough. But for a variety of reasons, It still can't avoid several significant defects such as the narrow limits of main surroundings,unclear of limits in information disclosure and the lack of clear relief etc.So, how to solve the problem mentioned above ? we should require a deep study from concept to value,from theory to evidence,from abroad to home; and finally , to perfect our country' s environmental information disclosure system on practical operating level and through some aspects of legislative steps,legislative idea and relevant measures etc .
