Jiaozhou Bay is a middling semienclosed shallow bay.There are many rivers along the northeast seacoast, for example, Meshui river, Baisha river, Loushan river, Banqiaofang river, Licun river and so on. Mass pollution from industry and agriculture produce and aquiculture, domestic sewage through these streams was brought into the bay. Ecological environment balance was broken, and fishery resources, human health and seawater utilization was damaged.Before 1980, Qingdao alkali company's waste water discharged directly without disposal, and its original waste discharge outlet is near Loushan river estuary, where mass siltation deposit. Therefore it formed 1.53km2 white mud beach. Because the beach lay in the side of expressway, where it is a important way to Qingdao, the sight is too bad whether seeing from ashore or air, especially after seawater ebb. Furthermore, Qingdao will hold Olympic Games yachting in 2008, which is urgent to control the white mud pollution.In view of serious pollution in northeast of Jiaozhou Bay, offshore pollution control planning that stresses on land-based pollution prevention is put forward based on spatial analysis ability of ARCGIS 8.1 under the guideline of total pollutant control. The pollution status of the marine area is known by means of pollution survey. Environmental capacities of main pollutants and the total amount pollutant in Jiaozhou Bay in 2012 are calculated on the base of division of pollutant discharge cells. Considering rationally using the marine self-purification capacity according to the results of environmental capacity, the three planning schemes are made. Through further multiattribute decision analysis from environment, economy, social effect, the sewage reuse scheme is recommended.Considering the current distribution and characteristics of white mud, this paper designs plans from the perspective of removing visual pollution and improving the hydrodynamics. A cofferdam was schemed to construct to fill white mud up, which can reduce the pollution square as far as possible. By using a tidal current numerical models of Jiaozhou Bay and a convection-dispersion model, the hydrodynamics and the water quality are predicted, after the scheme carried into execution. At the same time, this paper has a detailed discussion on ecological environment feasibility.It is important for application of water environmental planning framework to control the water pollutant in northeast of Jiaozhou Bay, which can help society, economy and environmental develop harmoniously.
