The Chaohu Lake basin is a main basic place of the crash crop in Anhui Province, and Chaohu Lake basin covers the Juchao District, Lujiang County, Wuwei County, and He county, Hanshan county, Hefei City, Feidong Country, Feixi County, Shucheng County, and totle nine cities and counties (districts). For a long time, Chaohu Lake basin maintain ecological balance and promote the development of the region played a very important role at the flood storage, urban and rural water supply. However, with the Valley's rapid economic and social development, land-use intensity, densely populated, Chaohu Lake basin increased pressure on the environment year after year, and has lost most of the use of proper function, sometimes almost reached the level of pollution. One of the pollutin, the agricultural surface source pollution is particularly serious. The land utilization intensity is big, and the population is dense, and the agricultural surface source pollution is serious. It is the local four big main agriculture surface source of pollution that planting fertilizer application of pesticide pollutionlives pollution, animal waste, aquaculture pollution, pollution of rural life. Face to the austere situation about agricultural surface source pollutions, we must apply the present information technology to gain and process each kind of pollution information, and the study the agriculture surface source pollution management, and study the plan and the decision-making consulting system prompt, accurate, the highly effective. It becomes an important aspect about the environmental information development system. But the present research mostly stresses on the agricultural surface source pollution origin, the mechanism, the model and the control countermeasure and so on, and lacks a good interactive user interface to issue that the management and the analysis agriculture surface source pollution, and make it can visualization and so on.This thesis is based on WEBGIS technical support, the use of WEBGIS technology, database technology, ASP dynamic web site development and technology, and combine with modern agricultural surface source pollution information of the actual demand, focused on the agricultural surface source pollution of the network database Design and Implementation of the problem based on WEBGIS. In the theoretical study and discussion on the basis of Chaohu Lake Basin area to the system as an example, the establishment of a set of agricultural surface source pollution of the properties and spatial database. Compared with the platforms of WEBGIS, MAPINFO combination of MAPX is better than others in the economic and practical, and SQL database applications is relatively broad and relatively good performance of the database. Determine the use of the platform and database types, then through the use of GIS and related technology, especially the Applications of WEBGIS technology (Mapinfo, MapXtreme), the establishment of the agricultural surface source pollution network database based on WEBGIS. Taking into account the spatial data, data attributes and the advantages of the entire relational database management using spatial data engine technology, With the Mapinfo SpatialWare, spatial database can be stored in the database and attributes with a SQL database. Then release on the WEB, there are two different operating methods is Client/Server and Browser/Server in the client's design. Thy complete the Client/Server system with the Visual Basic6.0 is embedded MapX, and with authority for the use of professionals, allowing the database management system for data maintenance and data management, and updating data automatically to the server, to ensure data consistency. Browser/Server use the MAPXTREME as a map server, and use the technology of ASP as the Browser/Server system in the dynamic Web data-processing tools.
