Generally speaking, it is necessary to have Circulating Water System and Thermoelectric System for medium and large scale chemical industry enterprises. For example, heat from chemical reaction should be taken away by circulating water from Circulating Water System in order to get ideal products and suitable product rate and velocity according to the requirement of the chemical industry enterprise. The HP, MP and LP steams from Thermoelectric System are used for driving power equipment, such as compressor, other than providing heat for production equipment and taking part in chemical reaction.Circulating Water System need makeup water and discharge blow down water continually; Thermoelectric System need demineral water produced by makeup water continually. It is very important for improving resource utilization rate and protecting environment to produce demineral water by using suitable process and equipment and recycle blown down water in Circulation Water System by reliable technology.Desalination treatment is needed before reusing the blowdown from circulating water system. The producing of demineral water is also a desalination process. The paper compares ion-exchange demineral process with RO process which develops very fast now in detail, and compares the traditional RO pretreatment process with UF pretreatment process. Considering the water quality of Luanhe River, the water source of Tianjin Soda Plant, and water quality of blowdown from circulating water system, the writer does process study and cost calculation. It is turned out that, comparing with ion exchange technology, using UF and RO are economic and suitable. For demineral water system using Luanhe River water, UF plus RO technology has a lot of advantages besides economy and suitability, such as without acid/alkali-containing wastewater discharging, high automatic, and so on. On this process, condensed water from demineral water system goes into the two-stage RO equipment of Recycling of Blowdown from Circulating Water System, which will improve the water rate of demineral water system.This process works as an important guideline for the construction of demineral water project of Tianjin Soda Plant Relocation and Transformation Project. And it can be used as reference for demineral water project of Chemical Industry Enterprise and Thermoelectrical Enterprise, which use Luanhe River water or locate in the north part of China where lacking water.
