Study On Application Of Clean Development Mechanism (CDM) In Recycle Economy

Clean Development Mechanism (CDM) is one of the three cooperation mechanism for reducing greenhouse gas (GHG) emissions on United Nations Framework Convention on Climate Change (UNFCCC) and Kyoto Protocol.According to Kyoto Protocol, countries in attachment 1(developed countries and countries in transition) have duties to reduce greenhouse gas (GHG) emissions and should give economic considerations for the excess. In consideration of the difficult of developed countries in reducing GHG emission, Kyoto Protocol put forward three mechanisms to solve the difficult.And Clean Development Mechanism (CDM) by which developed countries can cut emissions overseas is the only mechanism about the cooperation between developed countries and developing countries which do not have duty to reduce greenhouse gas (GHG) emissions .Clean Development Mechanism (CDM) allows developed countries to invest in developing countries (host countries) to reduce greenhouse gas (GHG) emissions which can offset the duty of developed countries. Developed countries provide funding and technology on Clean Development Mechanism (CDM) project and gain equal right to emit in their own countries and give financial remedies to host countries.This paper analyzes the relationship between Clean Development Mechanism (CDM) and recycling economy in China through the background, quality and application of Clean Development Mechanism (CDM). It points out that Clean Development Mechanism (CDM) which embodies idea of sustainable development is a new way to recycle economy. Clean Development Mechanism (CDM) provides a new financing channel as well as new technology for recycle economy. We can also learn from Clean Development Mechanism (CDM) to develop different parts of China. After analyzing Clean Development Mechanism (CDM) in three modes of recycle economy including society, industry and enterprise and several important questions such as procedure and technology introduction in application of Clean Development Mechanism (CDM), this paper points out that we should have a correct understanding of the challenge and limitation of Clean Development Mechanism (CDM) and make full use of the procedure. We also should insist sustainable development in technology introduction. This paper also analyzes the application of Clean Development Mechanism (CDM) in little hydropower through the current situation, potential, procedure, cost and point out how to promote Clean Development Mechanism (CDM) in little hydro power development and its contributions to recycling economy.At last the paper gives an outlook for follow-on study and Clean Development Mechanism (CDM) after 2012.
