The Way To Achieve Internalization Of Environmental Cost Under The Condition Of Sustainable Development

Along with economic development, environmental issue has become increasingly prominent. It's a global issue in today's society. After the beginning of industrial society, unrestricted abuse of natural resource and exhausted to the environment have threatened human survival and development. These also make the nutural environment worse and worse.In this paper, the main research starts from the actual situation, works on the basis of sustainable development theory and analyzes on the status of the internalization of environmental cost at home and abroad. From the economics point of view, under the principle of synthesis,systematicness,maneuverability,manifoldness and representativeness this paper establishes a set of economic calculation method to measure the internalization of environmental cost and uses Guangdong province as an example to analyze.This analysis shows the importance of the internalization of environmental cost. To find out the way to achieve the internalization of environmental cost becomes needful. This paper uses the set of economic calculation method, from two different points of view——government and enterprise, to discusse environmental tax,tradeable pollution permits,environmental label system,ISO14000 system these four main way to achieve the internalization of environmental cost.
