In the recent 30 years since the implementation of the reform and opening-up policy, Chinese economy has been developing steadily, rapidly and healthy. As the major channel for import and export trade, ports have also been promoted rapidly. Under this kind of macroeconomic environment, SY Port district has developed as the country's largest single container operation port through the support of local governments and its favorable development. At the same time, as the social development level and people's independent awareness have been gradually enhanced and strengthened, workers attached more and more attentions on the occupational safety and health. While becoming larger and stronger, SY Port must invest more resources to establish a perfect occupational protection system.Port production is a joint operation combining multiple types of work, and various links. It is scattered around and is vulnerable to natural factors. In addition, the port operation features high continuity and complexity. Accordingly, it is coupled with more potential risks and high insecurities than other industries. Therefore, it is more urgent and important to perform researches about the occupational protection system for the port area under the policy background of building a harmonious society.This paper conducts studies on the potential or obvious links which has major influences on the occupational protection system or the weak links under the direction of safety system engineering principles and the modern port production management theory. It is based on the situation that the construction and operation of SY Port are carried out at the same time. It performs analysis via demonstration with qualitative and quantitative methods. It analyzes the major reasons for various kinds of safety accidents or injuries. It builds solid protection system structure in terms of occupational safety and health.In terms of the research process, the paper firstly determines the typical occupational accidents categories in the port, as well as the key occupational protection positions and masses through the analysis on the container port operation characteristics and production safety status. Via the overall grasp of the "personnel, machinery and environment" system in the port, it makes clear the occupational risks and hazards in the production of SY Port district. Then, reveal the characteristics of occupational protection system and put forward specific countermeasures with quantitative analysis and qualitative assessment tools, etc.This paper insists on the principle of the relationship of theory to practice.
