| Establishing the occupational safety management consultancy system not only helps enterprises decrease their internal losses and perfect their safety management system, but also can ensure the safety and health of the society. Besides, such research is also indispensable to avoid tragedies like "SARS" in the world.Since the Reform and Open policy, China is becoming more and more open to the world. However, safety management still remains the same as many years ago. Compared with foreign counties, there is a long distance in China's safety management system. Thus this papers tries to analyze occupational safety in terms of management consultancy, and emphasizes on establishing the occupational safety management consultancy system, so as to find what is the effective system and how to form it under current conditions. The thesis goes deep to the current safety consultancy market in China, which is based on the comparisons and contrasts of the development of occupational safety management inside and outside China. It educes that at present the occupational safety management consultancy system does not actually exist in China and foreign counties' developed system models should be used in China for reference to develop the consultancy system of our own. It also puts forward the vision of our system in terms of components, mechanism and support system and so on. For studying how to make the first step toward establishing the system, due to the great differences of conditions and resources between China and foreign counties, the thesis suggests that we could not "copy" foreign model directly and must find the way that suits Chinese current situations. Through dissecting the possible models of consulting agencies, the author for the first time puts forward a new occupational safety management institute that could be the first step to develop our own occupational safety management consultancy system. The related content of the new institute is elaborated.
