The economy in coastal areas has been developing rapidly due to the natural resources in these areas is abundant. The intensively exploitation of coastal areas have been resulting in a large number of pollutant discharging and the deterioration of eco-environment. Meanwhile, severer pressures have been imposed on the limited resources and frail eco-environment in these areas.The research on the total amount control of pollutant from land source is important for the management of oceanic environment, pollution prevention, policy constitution of ocean environmental protection and the sustainable development of coastal areas, because the pollutants from land source constitute the main part of the pollutant in coastal areas.The distribution of permitted pollutant is the key issue in the application of total control of pollution. In this paper, the quantitative evaluating method was brought forward, considering the principals of scientific, impartial and economic issues. Different distribution plans can be determined according to the selected index, and the proportion of pollution discharge can be evaluated. In this paper, the coastal area of Tianjin was chose as the case study area, and the total control of pollutant from land source of Tianjin was researched and analyzed.In order to determine the control factors in the total amount control of pollutant, the single index method was applied to evaluate the water quality in the coastal area of Tianjin at first. According to the evaluation results, COD, inorganic nitrogen and reactive phosphate were chose as the control factors. Secondly, hydrodynamic model and water quality model were used to calculate the response relationship between the pollutant discharges and the water quality. Thirdly, the permitted discharges in the main pollution source of Tianjin were evaluated by using the optimization model. Five plans were designed, including the plan of general maximal pollution permitted, the plan of permitted proportion according to the status at the present time and three other plans designed according to the quantitative index method. The results demonstrate that the pollutant discharges in the main outlets of Tianjin were extremely large, and the discharges at most of the outlets needed to be decreased. Finaly, suggestions were proposed to decrease the pollutant discharge to the coastal area.
