The total pollutant control is the core content of the Environmental Planning. The existing total reduction way is state-assigned indicators to determine the reduction ratio. This approach is conducive to the convenience of the macro-environment management, but the "one size fits all" total reduction ignores the environment and socio-economic characteristics of different regions. This approach can’t reflect the potential of different units, and unavoidable appear the unfair regional gross index distribution, go against the whole region the improvement of the quality of social and economic development. That is the executive orders can not determine the impact between the number of socio-economic development of different regions and the total control of the reduction targets, the impact on the number of regional economic growth, the impact on the local environmental quality.This paper presented the concept of the dynamic management for total water pollutant control. The regional total amount control (cut) potential and the goal of total pollutant control should be based on the condition of certain environment quality objectives and socio-economic development goals. Because of this reduction potential difference and variability in space and time, the total pollutant control objectives and reduction targets should be dynamic. The paper researched the dynamic management techniques and methods from three aspects. And took an example to analyse The results show that:(1) Because of the differences in space, time, industry, The dynamic management for total water pollutant control is divided into dynamic management in time, space and industry, and water pollutant is took for example.(2) Based on the three research angle of the dynamic management for total water pollutant control, this paper gives the corresponding model to express the total amount cut potential of the dynamic management for total water pollutant control in time, in space and in industry. The results of the model change with the parameters. So the management department should strengthen the strength of management, increase the monitoring, investigation and statistics frequency for the parameters in the model, and realize the dynamic model results to meet the actual situation of different times and different regions.(3)Based on the theory research and take the data of "eleventh five-year plan" from x city as an example to prove the theory research results. The results show that:X city will also reach a limit in the future pollutant total cut. Take COD for instance, the city in a future adjacent two years cut limit to353.04tons. Dynamic management for total water pollutant control in space is based on two different angles. The models in the paper are used to obtain the potential of COD dynamic change value distribution in common areas and between countries subordinate to x city.The data of x city is used to test the model of dynamic management for total water pollutant control in industry. The paper takes COD for example, and the potential of29industries in the region is27.61%after the optimal allocation. The adjustment of industry should be focused on some high water consumption and high polluting industries, such as cottonocracy, Paper and paper products industry, Chemical materials and chemical products manufacturing industry, Chemical Fiber.
