Study On Setting Safety Management System In Shuanggang Waste Incineration Plant

The resulting environmental and social issues have become one of the bottleneck problems for constraining China's urban development, with the development of economy, the improvement of living standards and the increasing output of the municipal solid waste (MSW). Waste to electricity (heat) is known as the best way for disposal, reduction and reuse of MSW. Therefore the waste incineration industry is burgeoning and accelerating in the last 20 years. The internal operations management is facing the inevitable question of safety management, due to more than one of the emerging field of cross-industry in a waste incineration plant.This paper is focused on the safety management of MSW incineration: first the development of waste power generation industry in our country is introduced. It introduced the forming process of management system and specific content of the integration of the ISO9001 quality management system, ISO14001 environmental management system and OHSAS18001 Occupational Health and Safety Management System in Shuanggang Waste Incineration Plant over the past three years of practice, through the connotation of the concept of safety management from the connotation of the occupational health and safety to production and equipment safety, environmental security, financial security. Based on the key points of special attention of management system for the operation process, the paper discussed the occupational health and safety, production safety, environmental security, financial security, security cultural system building, using a number of enterprise management theory and tools.From the perspective of safety management, the management of all aspects in the waste incineration plant is involved. This paper can be used as reference for the waste incineration industry related businesses.
