As the development of chemistry industry,chemicals are being applied increasingly and the frequency of hazardous chemicals accidents is increasing as well,so the sudden environmental pollution accident problem has become more outstanding.Generally,this kind of accident can cause not only the huge economic loss,but also the disaster result,people's life nearby will be suffered by big harm,and environment may be destroyed forever.So it has a great meaning to modern society that studying on the Emergency Response System.GIS is composed of computer hardware,software and different methods,which designed to support spatial data acquisition,processing,analysis,modeling and display,in order to solve complex planning and management issues.As a comprehensive technology,GIS integrated with other technology,its development related other technologies,in particular the development of computer.Scientific and logical security management through GIS can locate the chemistry dangerous site timely and exactly,and estimate the affected area caused by the accident.It can provide some related basic data for emergency response decision-making department visually through the management and inquiry to information of dangerous source, offer emergency response support when accident happens.On the base of GIS Redeveloping technology and Diffusion Model of Environmental Pollution,an emergency response system of Sudden Air Environmental Pollution Accident based on ArcGIS Engine was developed in the article.This system was developed by Visual Basic 6.0.With GIS and SLAB Heavy Gas Dispersion Models integrated into this system, Real-time Visualization and Emergency Response Mechanism based on GIS was implemented.In the end,this article made a simulation on leak from oilcan carrying liquid chlorine in Gan Jingzi district in Dalian,demonstrated the emergency response guiding technology and got very good effort.
