Research Of Emergency Management System For Oil Stocks Based On ArcGIS

As people attach importance to health,safety and environmental problems caused by oil stock and insistent demands of emergency rescue, it is much more important to establish the emergency management system. The spread and application of GIS provide a powerful support to the establish of the system.We used the ArcGIS platform, the ArcGIS Server as a map service platform and the ArcSDE as data storage middleware. Choosing the Flex as the presentation layer technology, build the oil stocks emergency management system based on ArcGIS. The main ideas as follows:(1) The article introduced the research status of emergency system both domestic and overseas. Based on this,we have done the demand analysis to the system combining with the characteristics of oil stocks data.(2) On the basis of system requirements analysis,overall design the system,including system design and database design.(3) Guiding by the overall design,elaborate the system related theories and key technology,including the Flex,ArcGIS Server and ArcSDE.(4) Discussion the principle and process of the implementation of the system from both client and server,building the oil stocks emergency management system based on ArcGIS.(5) Use the Beijing Oil Branch as an example.Based on the demanded analyses,show the function of the system implementation.Including user manage,basic operation of the map,enterprise distributed data query,emergency project data query,monitoring data integration and real-time streaming,contingency plans and exercises,spatial analysis and spatial data online editing etc.This system greatly improved the daily level and efficiency of oil stocks emergency management. Providing important data support for the oil stocks emergency rescue,meet the requirements to the emergency management,protect the worker's health and safety effectively and ensure the sustainable development of environment.
