These years,some strong earthquakes did great damages to cities.People began to focus on the secondary disasters other than the losses caused by the earthquake itself.The post-earthquake fire is the direct or indirect result of the earthquake.Experiences from the earthquake history show that the post-earthquake fire could do greater damages than the earthquake itself.So this paper simulates the disaster relief process of the post-earthquake fire and optimizes the disaster relief system to improve the relief success rate,which has great significance for saving people's lives and reducing economic losses.This paper carries out numerical simulation analysis through Monte Carlo method.Based on the reliability analysis of the transport system,the results analysis disaster relief success rate by introducing the alarmreceipt process and extinguishment process in.On the other hand. using the theory of operational research and optimization,some optimization strategy has been made on the siting and functions of the fire brigades and the ambulance centers.the distribution of the fire engines and the casualty queuing system,which also facilitate efficiency for the relief work after earthquake.The major work and results include the followings:1.Raise the alarmreceipt failure rate and alarmreceipt failure element,carry out a method of calculating the extinguishment failure probability.This work complete the whole process of disaster relief under the conception of combined lifeline engineering system.2.Considering the alarmreceipt and extinguishment processes,this paper analysis the relief success rate by doing numerical simulation on post-earthquake fire.3.Choosing the relief best route through principle of minimum cost flow,siting the fire brigades and distributing the fire engines when there are a number of fire points.4.Based on the theory of integer programming and queuing,choosing the location,quantity and rescue scope for the ambulance centers,figuring out the relationship between the quantity of patients and the rescue ability of the ambulance centers.
