It is worth to make a deeply study for a rapid and accurate assessment of local lifeline engineering damage after earthquake, and for analyzing the assessment results before giving advises. Assessment of lifeline engineering damage that will be scientific proofs by which the interrelated departments take all possible actions to reduce the loss and it will provide useful advises for rebuilding home of the earthquake areas. This is a very important and meaningful study.Based on plenty of references, such as monograph, journal, thesis and other document, the ways of seismic damage assessment in China and the world are discussed. Particularly, the loss assessment of the lifeline engineering after earthquake and the countermeasures for reducing seismic damage are studied too.At first, this paper briefly introduces the problem of earthquake research in preface. According to domestic and foreign researches, it emphasizes the goal and important meaning of researching the lifeline engineering damage quantitatively. Contacting the earthquake and its damage examples, the study about economics is seriously advised and the loss assessment of earthquake is stated as emphasis.Then, after learning the lifeline engineering in detail and analyzing the seismic damage of local and foreign lifeline system, the paper compares the assessment ways of seismic damage and states the quick assessment of lifeline engineering. After that, the paper briefly introduces the way of artificial neural network, and elaborates the fundamentals of the Back-Propagation neural network, and tries to outline the applications of the network to lifeline engineering damage prediction or assessment researches. Then, the cases are studied according to the historical data. Finally, some results are summarized and problems in researches and suggestions are discussed too. The problem of indirect loss is discussed by the way of "Input-Output". At last, according to the foreign experiences and local practice against earthquake, this paper analyzes the countermeasures for reducing lifeline system seismic damage. In addition, the paper also preliminarily discusses some problems related to the earthquake insurance and earthquake legislation system as the important contents of governing earthquake, and analyzes some problems existing in society, and then makes some feasible suggestions for further study of the countermeasures against earthquake before summarizing this study.
