Environmental programming is a reasonable plan on human action in time and space for the harmonious developing between environment and economy. Environmental programming can guide people action to protect environment and decrease the quantity of pollute to objective, which can also improve the environment and avoid the breakage of resource. In addition, Environmental programming can bring environmental-protecting plan into national economic plan and society development plan and earn the highest benefit in the lowest invest as well as accelerating environment, economy and society sustaining development.Suifenhe City is an important port and tourist site in the southeast of Heilongjiang Province in the middle of northeast Asia economic area. The sustaining development of economy and environment in Suifenhe City has the most important effect on Heilongjiang Province. Therefore, it is important to take programming on economic-environmental system scientifically and make the economy and environment sustaining development in phase. Mathematical model plan was used to offer scientific programming gist to the government. The Incertitude Multi-objective Mix Integral Programming (IMOMIP) model was used to plan the economy and environment of Suifenhe City. The programming included two scenarios. One was just considering the relationship between environment and economy, and the other one was in view of the government and experts' preferences. The development plan of industrial, resource-assigning plan and contamination-controlling plan in Suifenhe City can be educed and actual programming better can be made better. The results showed that:(1) The timber-machining industry was the most important industry in Suifenhe City. And foodstuff industry was also an important industry in Suifenhe. The accouterments-machining and plastic-machining can be developed to a right scale and they should be controlled if the pollutants they made can not be controlled well.The number of tourists can be enlarged for the reason that it let less pollutant and needs less resource. The mining kept its scale in the programming time. At the beginning of the programming time, rock oil-machining was taken steps first and then it was developed in Suifenhe City.(2) The quantity of COD letting, SO2 letting and water-using were less than environmental capacity.(3) The scale of wastewater treatment was from4×104t/d to 17×104t/d, which lied on circs in that time. The lower limit of forest enlargement was 4.73km2, and the upper limit was 9.41km2. If government had enough fund on this, the forest should be enlarged to the upper limit. (4) The anticipate income was 50 billion via the programming. The average income was higher in scenario 1. The income was more certain in scenario 2.
