In the Chemical Industry Parks,the possibility of accidents is increased due to the high concentration of dangerous substances and energy as the severity of accidents is also increased due to the “Domino Effect”.In the event of an accident,significant casualties and huge loss of property will be caused.Therefore,establishing a perfect and effective Fire Protection System is an important guarantee for the healthy development of the Chemical Industry Parks.It is very important to improve the sustainable economic development of the Chemical Industry Parks.In order to improve the emergency capability of the Chemical Industry Parks,this study investigated the present situation of the site selection of Fire Stations at home and abroad,and summarized the existing problems of Fire Stations site selection in the Chemical Industry Parks.Based on the research on the development and current situation of Multi-objective theory,a method for the site selection of Fire Stations in the Chemical Industry Parks was proposed in this study.A multi-objective location model of fire stations was established in this paper.The basic factors influencing the fire stations location were analyzed,including the economic factor,time factor,distance factor and coverage factor.The risk of chemical industry park was assessed by the value of Potential Loss of Life.The constraint conditions of fire stations location were established in combination with influence factors based on the risk assessment.Then the location of fire stations was realized.This method was applied to an instance study in a Chemical Industry Park.Potential Loss of Life method was used to evaluate the overall risk assessment of the Chemical Industry Park and a model was established for Fire Stations location in the Chemical Industry Park based on Multi-objective Programming method.The number of Fire Stations were determined by minimizing the cost of the Fire Stations construction,operating expenses and the total cost of the accident in the park.The response time and response distance of different risk levels were considered combining with the result of risk assessment.The economy and the ability to reinforce of the fire stations were improved through the distance constraint condition and the coverage factors of Fire Stations.The calculation result of the case in a Chemical Industry Park has showed that the model can combine the Potential Loss of Life and the factors affecting the location of fire stations,and therefor realize the fire stations location and improve the fire safety system of the park.And the economy and the ability to reinforce of the optimized fire stations are greatly improved.The feasibility and optimization of this model are verified in the case study.
