The development of water environmental comprehensive regionalization plays an important role in strengthening regional management of water environment in China. At present, the effects of Land Ecosystem to water quality has not taken into consideration in the water environment function zoning and water function zoning,so it is difficult to control pollution from the Land. Therefore,it is meaningful to improve the management of water environment in China by raising new ideas on regional water environment management and developing water environmental comprehensive regionalization, which integratedly analyses and considers Land and Water, the upper reaches and the lower reaches, the interaction between water management unit and aquatic ecosystem processes. This paper studys the concept, connotation and methods of regionalization, identifies the basic unit of division and the division index system for water environmental comprehensive regionalization. Considering the affects of Land ecosystem, aquatic ecosystem,socio-economic system to the quality of the water environment, the main factors of water environment are determined in accordance with the three sub-systems,and an index system of water environmental comprehensive regionalization is established.Based on evaluating the index system,in accordance with the method of dominant factor and space overlay, water environmental comprehensive regionalization in xiaojiang basin is established. Due to the result of regionalization,we know different environmental problems in regions, and raise objectives and measures to protect the water environment. In the article, the theories of the water environmental comprehensive regionalization system and a case study is researched, the methods and conclusions can provide reference for water management in other watershed.
