Study On HSE Management System Of Polluted Water Treatment In Qingdao Cigarette Factory

Recently,following the call of "deepening reform,promoting restructuring and alliance for mutual development",cigarette factories across China have conducted technology reform,increased production volume, introduced GB/T19001-2000 , established the corporate quality management systems,standardized the cigarette making process,and thus greatly improved the product quality. Nonetheless,with the execution of the international ,the structure of global tobacco trading has undergone significant change.Thus,it's impossible to run the operation just with quality management systems.In Dec 2004,in order to prevent "large enterprise defects" and "expansion on a low level",and to establish a "resource-saving and environmental friendly" corporation,the State Tobacco Monopoly Bureau advocated the cigarette factories across China to perform of GB/T28001-2001 and of GB/T24001-2004,to attach great attention to the establishment of HSE(H-Health,S-Safety,E-Environment)system,and to ensure sustainable development in an economical and safe way.In 2005, Qingdao Cigarette Factory accordingly conducted overall technological transformation of ex-situ,constructed polluted water treatment station to treat and recycle the polluted water resulting from cigarette making.This article analyzes the management principles of HSE system,and with the help of data from the polluted water treatment station of Qingdao Cigarette factory,studies the dangerous factors and environmental issues in the treatment and recycle of polluted water treatment by engaging the methods of process,PDCA recycle,system methods of management,and comparison.By engaging the principle and method of project management,the author establishes and implements HSE management system.Findings and conclusion of this article:(1)After studying the evolution of HSE management system at home and abroad,by employing the successful experience of petrochemical corporations at home and abroad in both theory and practice,concludes that it's necessary and feasible to apply HSE management system to polluted water treatment in cigarette making corporations.(2)Explores the principles of of GB/T28001-2001 and of GB/T24001-2004, and how they are related to each other,and puts forward a HSE management model based on the health and safety of employees and environment protection.(3)By engaging the method of project management,conducts range analysis, establishment of organization structure,responsibility analysis,work-time analysis,risk analysis,project control;establishes qualified HSE management system applicable to polluted water treatment.The foresaid can be discussed with and introduced to other cigarette making corporations and polluted water treatment plants.(4)With the establishment and execution of the HSE management system of polluted water treatment,the polluted water treatment stations can be protected,and the principle of "systematic identification,prevention priority,overall treatment" is put in practice.The dangerous factors and environment issues in daily operation can be systematically identified, assessed,controlled and managed.Thus Qingdao Cigarette Factory achieves better performance in safe production and environmental protection,and the goal of no accidents in production and no environmental issues is realized.
