Way back in ancient China,King Yu tamed the flood threat in Sichuan.As a result of the Dujiangyan water conservancy project,People In the Sichuan Province gained enough food for themselves,and brilliant Chinese civilization and urbanization were created during the process of accelerating rapid changes in climate.Human society have to face water shortage,this leads to water pollution,water ecological environment deterioration and other issues.These issues are closely related to the people's life and property security,regional ecological security,and food security.Water resources,security,water environment,water ecology,water landscape,water culture,and water economy all together have made the task more complex and difficult.For water pollution control,water pollution problems in the river basin are common in China.Due to the cross-border watershed,high risk,harmful,easy to relapse characteristics,water pollution control have little effect;Pidu District belongs to Chengdu's western satellite city,large population,industrial agricultural pollution point source,on the other hand,it belongs to Chengdu Drinking water source protection area,is a microcosm of water pollution in China,do a good job in the region's water pollution control work to promote China's grassroots areas of river water pollution control.it will be a good guide for reference.This paper collect and compile theoretical research on the research at home and abroad,and draw lessons from excellent cases and scientific research to provide a solution to the water pollution control environment.The first plate is the introduction of the paper,from the various aspects of the water pollution project in-depth analysis to find from the governance program,the specific content is divided into those aspects : the current status of water pollution,the meaning of the problem,the future development policy,theoretical knowledge and basis,the perspective of the problem and solve the problem-solving strategy and so on.The second plate is the research value of the study on the management of the smelly river in the Pidu District.Through the various levels of government to carry out water pollution control in the general confusion and the implementation of the Pidu District,the implementation of the smelly river management approach,the specific implementation measures will be described in the next paper.The third section analyzes the important factors and the main solutions to the analysis of the present situation,and the concrete research and analysis will be carried out from fifth to seventh chapters of the paper.This part is still from the key factors to public management and related theoretical basis as a theoretical basis,and from its main body,capital management,governance and other aspects of decentralized research,from this particular case to illuminate the universal law,providing data and experience for future related cases.The fourth plate is mainly for the analysis of the experience of the management of the heavily polluted river in the metropolitan area for the inspiration and the prospect of the study.
