China is the one of the countries in the world which has the highest frequency of outbreak of natural disasters. The happening of the disasters would result in not only the casualties but also the serious losses of economy as well as instability of a society. As an important basis for the sustainable development, the implementation of the integrated disaster risk management has become a must for China. At present, the disaster risk management system in China is experiencing a transition and change from the traditional "government-led" model to the multi-dimensional model of "government guidance, the market cooperation and social participation". It has become a great challenge how to bring the model into the strategic framework of the economic and social development effectively and minimize disaster losses.The author of the paper discussed about the behavior and responding mechanisms of different stakeholders including government, communities, market and the civil society as well as the risks and weaknesses in disaster risk management of those stakeholders based on the analysis of the current situation and disadvantages of disaster risk managementSecondly, based on the concept of the "public governance", the author discussed about both how to integrate the different stakeholders such as government, market, and civil society into the framework of public governance, and how to make the public governance fully play it roles in the disaster risk management. In addition, case studies were used to support the author's opinions in the paper.Finally, the author put forward following conclusions in improving China's disaster risk management by improving both China's administration management systems and laws or regulations in disaster management, by innovating science and technology in disaster risk management, by improving current market systems, by creating wide accesses for the public participation in disaster management, and by international cooperation.
