With overuse of natural resources by human beings, the kinds and frequency of disasters have also been increasing in worldwide, which results in serious financial loss. Although it is updated that the knowledge of humanity's disaster cognitive ability along with the competence and technology of how to cope with disasters, the disasters have presented peculiarity traits. In addition, the statistical data shows that natural disasters would bring the most serious destroy to the developing countries. By comparison with the developed countries, the developing countries would often suffer from more serious loss and negative impacts given that the disasters are similar and happened at the similar region. Thus it can be seen that disasters and development have close relationship.In order to achieve sustainable development, we must deal with natural disasters. Disaster risk management is put forward based on this concept, the aim of adopting preventive measures to reduce the frequency of disasters as well as through the strengthening of protection measures to mitigate the losses caused by disasters. China is not only the most serious disaster-affected country in the world, but also one of the countries with most poverty-stricken population. Its poverty population is ranked the second after India. Even though China has made great progress in poverty alleviation, it still faces great challenges in poverty reduction at the present stage. The phenomenon of "returning back to poverty due to disasters" is one of the main reasons which keep the impoverished people remain at a higher rate in China. Therefore, it is of significance to explore disaster risk management in rural poverty areas.This paper discusses the worldwide trend in development, the relationship between disasters and development, the new features demonstrated by disasters at the new period, knowledge of disaster management, pointing out that the focus of disaster management changes have taken place from the previous emphasis on post-disaster relief and rehabilitation into current disaster risk management, and argues the weakness of current disaster risk management in our country.Secondly, in order to resolve above problems, the paper discusses the system of community-based disaster risk management (CBDRM), pointing out that CBDRM could not only improve the disadvantages of traditional disaster risk management, but also reduce the cost of disaster management. In addition, the community and people based disaster management philosophy would enhance a community's ability to deal with unexpected natural disasters. Based on the above discussions and the specialty of the rural poverty region in China, the article analyses the CBDRM in rural poverty areas by using SWOT analysis, putting forward that CBDRM in rural poverty areas could not only consolidate current poverty alleviation achievements, but also speed up the rate of poverty reduction.In the end, the paper used a case study which was implemented in Gansu province to further discuss how to put CBDRM in rural poverty regions into practice and draw conclusions.
