Thirdly,with the social economy-water resource-ecological system-water environment regulation coupled system,analyzed threshold and allocation threshold,quantification calculation water requirement of different subsystems,and then explained many water environment regulation strategies,also evaluated water environment regulation efficiency from economy and environment and social.Lastly,case study of jiangcheng Industrial transfer park water environment regulation.By means of field investigation and referring to some related data, comprehend its planning and construction,population project,immigration enterprise,water pollution source and so on,comprehensive consideration of 12 effect factors which closely related of them,for instance economic development,population growth,environmental capacity, ecological environment water demand,water pollution control measures,then set up index system for quantification calculation,calculate its WECC with BP artificial neural network of original position and 7 plants.According to the calculation results,regulation mechanisms and regulation purpose,analyzed water environment regulation measures from engineering measure, technological measures,water environmental management.
