Plan Environmental Impact Assessment is a Environmental Impact Assessment system which are incorporated into the legal framework of our country,it is the practical carrier and mainly manifests.The implementation of Plan Environment Impact Assessment provides the advice for decision-making,has the ability to control the environment pollution at earlier stage,and can give a powerful support to sustainable development.Environmental carrying capacity is main basis and precondition of Plan implementation,especially the implementation of industrial district plan.This article limits the connotation of environmental carrying capacity by the generalized environment concept,that is resources carrying capacity,socio-economic carrying capacity and environmental factor carrying capacity.This article makes environmental capacity computation and the environment supporting capacity analysis of the main restriction factors of resource and environment which affected the industrial district plan implementation.This article systematically elaborated the concept,the content and the research development of Plan Environmental Impact Assessment and Environmental Carrying Capacity.And analyzes content system and indicator system of industrial district Plan Environmental Impact Assessment,analyzes the important role and status of Environmental Carrying Capacity in the industrial district plan environmental impact assessment.Proposes the thought that takes the Environmental Carrying Capacity as the guidance of Planning Environmental Impact Assessment implementation,and analyzes the application of Environmental Carrying Capacity in Plan Environmental Impact Assessment.At the same time,it researches the quantization of single-environmental elements carrying capacity(atmospheric environmental carrying capacity,water resources carrying capacity,mineral resources carrying capacity and land resources carrying capacity),and applies the above theory and the method in the case study,makes environmental impact assessment of Handan chengfeng industry corridor development plan.According to regional resources environmental condition and the plan industrial development,the characteristic,the direction and the localization,to the essential resources which related the industrial district development(water resources,land resource,minerals(coal) resources) to carry on carrying capacity analysis.Distinguishes the environmental factors impact of plan implementation and determines main pollutants in the region.Focus on quantitatively predicting of atmospheric pollutants on the environment main impact and analyzes environment carrying capacity of regional environmental impact factors.From the evaluation results,it can be seen that application of Environmental Carrying capacity's thought and the analysis method in the industrial district Plan Environmental Impact Assessment can make the regional economic,social and environmental benefits of the coordinated development,which is conducive to the implementation of industrial district plan.
