Planning environmental impact assessment (PEIA) considers environmental issues that may be involved in the proposed plan in the planning and decision-making process. PEIA prevents the harmful impact for the planning implementation, and PEIA also coordinates the relationship among economic growth, social progress and environmental protection in order to implement Sustainable Development Strategies. The analytical method of environmental carrying capacity (ECC), which limits the human activities within the carrying capacity of resources, environment, society and economy is applied in PEIA. By analyzing and assessing the complex system of resources, environment, society and economy, that promotes harmonious development of human social activities and environment and boosts the achievement of Sustainable Development.This paper focus on the PEIA of industrial park,discussed the basic concepts and contents of PEIA and ECC systematically. Using the analytical method of ECC, it compared characteristics and connection between PEIA and ECC and discussed feasibility, necessity and significance of PEIA based on ECC.The paper identified the main influential factors of planning implementation on resources-environment-society carrying capacity by analyzing environmental factors of industrial park. Moreover, the concept of low-carbon economy is integrated into the construction of the PEIA index. The index system is used the methods of fuzzy comprehensive evaluation and grey relational analysis quantified. The post-implemented ECC is analyzed and the level of sustainable development in the planned area is also assessed.Meanwhile, the author developed software named’Quantitative Method on Index System of PEIA based on ECC to make the results more maneuverable and practicable. By using the ECC method, the ECC is analyzed in the EIA project of Lanzhou Economic Development Zone.The author drew the conclusion that the ECC of Lanzhou Economic Development Zone will develop from saturated state to unsaturated state and the level of sustainable development will rise from low degree to high degree after the implementation of the plan on Lanzhou Economic Development Zone.The application of ECC method on the PEIA of industrial park is feasible, which provides references for the implementation of current PEIA. This research makes PEIA focus on the macroscopic analysis of ECC. In this way, The common goal of sustainable development which is concerned with PEIA and ECC is better reflected.
