As a clean and economical energy, LNG has gained an increasingly important position in the world energy system. With the increase in nature gas consumption, the frequency of LNG major fire and explosion increased at the same time. A very important subject of how to implement effective management and control to ensure the safe operation of LNG station is before us, and in which safety assessment is a significant measure. The assessment of LNG Receiving Terminal is aim to identify potential risk of harmful factors, and calculate the consequences of the accident, so that we can take timely and effective measures to minimize the loss of the damage. In this paper, the major work and conclusions are as follows:(1) The author developed risk assessment software in this paper. By using this software we can evaluate the common dangerous petrochemical unit qualitatively, obtain the grade of the risk unit. Draw on the economic loss of risk unit, evaluation by other relevant software on safety assessment of petrochemical units, and expand the database, so that the material coefficient from 283 kinds up to 420 kinds, and add the fire classification of dangerous substances database, the burning rate of combustible material database, heat of combustion database, common toxic substances constants database, etc. Those make this safety assessment software using wider.(2) The safety evaluation software for the LNG receiving station was established by analyzing the constituent elements and their mutual relations of the LNG receiving station, and in accordance with the relevant theory of LNG production safety. This software can be evaluated with the specific circumstance of station area, respectively, form the storing area size, spacing of fire, tank spacing, staff operations, equipment status, control, daily operation and safety of the fire station, etc. And from the evaluation, we can gain the suggestion of potential safety problems and the reform measures for the station areas, which can provide daily management reference for the staffs.(3) Evaluation of major accidents consequences: According to leaked diffusion model, steam cloud explosion, boiling liquid expansion steam explosion, flash fire damage model to analyze the consequences of major accidents, from the analysis, we can get the number of casualties and the scope of property damage. This can provide some reference data for station management and rescue work.(4) Safety Assessment of quantitative methods and models of the accidents consequences involving a large number of parameters enactment and calculation, which would be difficult for replying on manual calculation. This software developed the "comprehensive safety evaluation software of LNG receiving" by using VB 6.0. The software has a simple and friendly interface. In addition, it is easy to operate. In order to accomplish the assessment, the user just need to input or select parameters in accordance with the procedure. In this way, enhance the practicability of the software and gain better effect.
