Atmospheric pollution has become the severe problem of the government and society, people have more and more deeply recognize the importance of atmosphere environmental protection, especially the important role of protection of information technology for the atmospheric environment. Air Environmental Information System has become a new field in the atmospheric environment.In this paper, based on reviewing the component and function of GIS, the principle and characteristics of ComGIS is discussed, the construction of Air Environmental Information System based on ComGIS is studied and Jinan Atmospheric Environment Information System is developed by integrated secondary development model.The atmosphere Jinan Atmospheric Environment Information System is characterized by the following:1. The system has convenient interface and easy to operate. The system uses the same menu with way the Windows, making user interface more convenient and intuitive, not requiring the professional computer operator. The users will only need a simple operation to achieve its purpose, making the system spreading and applying easily.2. The ComGIS is combined with VisualBasic6.0 and the Structured Language Server database in the system and their own advantages is reflected.3. The system using ComGIS technology, not only achieve the basic functions of GIS, for example, the functions of managing layer, the basic map operation and thumbnails, but also achieve combining Geospatial data with attribute data. The system can Add, modify, delete and query the information of point sources pollution, able to provide a reasonable and effective management platform for the environment workers and convenient tools for environmental management and pollution prevention.4. The system has strong scalability. Because of the invariance of component interface, enhancing system platform and expanding system size and system requirements will not affect the system source code. The system has great scalability and flexibility.A variety of reasons, the developed system is not perfect, expanding forecast regional air pollution function of the system will be the focus of future research.
